It is the federally designated Metropolitan Planning Organization (MPO) and the state designated Regional Transportation Planning Agency (RTPA). For more information, visit the TeamThe Budgets and Financial Planning & Analysis Section develops and manages budgets, administers grants, performs financial analysis and forecasting, reports on financial performance, and supports effective financial management across MTC, ABAG, and affiliated entities.About the RoleUnder the direction of the Section Director, the Assistant Director will lead a team responsible for budget preparation, strategic planning, and monitoring of operating and capital budgets, development of policies, grant administration, and complex financial analysis. The role involves collaboration with all sections within MTC and funding partners.Key responsibilities include:Leading development and management of budgets aligned with organizational priorities.Overseeing grant preparation, compliance, and reporting.Developing financial models and forecasts.Leading process improvements in financial planning and analysis.Managing staff development and performance.Knowledge, Skills, and AbilitiesRequired knowledge includes GAAP, GASB, FASB standards, governmental fund accounting, federal and state grant rules, and proficiency in financial tools and ERP systems. Skills include analytical thinking, collaboration, communication, and leadership abilities.Minimum QualificationsMaster’s degree in accounting, finance, or related field with at least 24 semester hours in accounting; five years of professional accounting experience, including two years in supervisory roles; valid California driver’s license or equivalent.Preferred QualificationsAdvanced degree, extensive supervisory experience in budgeting and financial analysis, experience with ERP systems, federal and state grants management, and experience working with Boards and Commissions.Employment RequirementsSuccessful background check, references, and employment verification.
